Innovative Holdings Records conform to the two interlocking standards that make up holdings -- the "communication" standard and the "display" standard:
The "communication" standard, is MARC 21 Format for Holdings Data (MFHD) - 2000 base text and Updates -which transmits the holdings data and is designed to be a carrier for holdings information
The "display" standard, primarily for libraries using MARC 21, is ANSI/NISO Z39.71-2006, which determines the conceptual data elements and how they display to staff and patrons.
The relationship between the two standards can be thought of as a "box within a box":
Another way to think of the relationship is using the analogy of Bibliographic records. Currently AACR2 is cataloging rules for MARC 21 Bibliographic records. In the same way, Z39.71 is the cataloging rules for the MARC 21 Format for Holdings.

CONSER - The Cooperative Online Serials (CONSER) Program, a component of the Program for Cooperative Cataloging (PCC), sponsored by the Library of Congress. CONSER originated in the 1980s to convert serial records to the MARC format and build the serial database in OCLC. The Serials Cataloging Cooperative Training Program (SCCTP), coordinated by CONSER, provides standardized training materials and trained trainers in the field of continuing resources. SCCTP offers a training workshop on Serial Holdings, which is highly recommended. It focuses on serials but is also a good introduction to MARC holdings format in general.
